Oświadczenie w sprawie zaniepokojenia sytuacją związaną z faktycznym pozbawieniem akademickiej niezależności Uniwersytetu Teatralnego i Sztuk Filmowych w Budapeszcie
W imieniu wspólnoty polskich szkół filmowych oraz akademii teatralnych pragniemy wyrazić swoje głębokie zaniepokojenie sytuacją związaną z faktycznym pozbawieniem akademickiej niezależności Uniwersytetu Teatralnego i Sztuk Filmowych w Budapeszcie. Podstawą idei uniwersyteckiej jest autonomia, samorządność oraz apolityczność. Wierzymy, że są one gwarantem wolności twórczej, intelektualnej i badawczej. Ingerencja w suwerenność uniwersytecką stoi w całkowitej sprzeczności z tymi wartościami. Tym samym wyrażamy solidarność ze społecznością Uniwersytetu Teatralnego i Sztuk Filmowych w Budapeszcie w jej staraniach o zachowanie dotychczasowego statusu tego miejsca.
Apelujemy do wszystkich decydentów, by nie zrywali z tradycją, wedle której nadrzędnym celem działalności akademickiej jest służenie społeczeństwu, a służba ta możliwa jest jedynie poprzez edukację wolną i niezależną od partykularnych interesów politycznych.

W lipcu 2020 roku węgierski parlament przegłosował projekt ustawy, który fundamentalnie zmienia strukturę i model pracy Uniwersytetu Sztuk Teatralnych i Filmowych w Budapeszcie. Projekt został przygotowany bez żadnych ustaleń z władzami uczelni i został przegłosowany pomimo silnych protestów ze strony studentów, wydziałów i władz uczelni. Ustawa nie gwarantuje jej autonomii. Nowe ustalenia odbierają możliwości podejmowania decyzji przez Senat Uniwersytetu, w którego skład wchodzą demokratycznie wybrani wykładowcy, studenci i delegaci związkowi.
Senat nie może decydować o kształcie budżetu, przyjmować planu rozwoju instytucji, wybierać rektora Uczelni i nie ma już prawa samodzielnie powoływać dziekanów ani opiekunów roku. Funkcje te przejęła powołana przez rząd fundacja, której członkowie zostali wyznaczeni przez państwowych decydentów, i w której składzie nie znalazł się żaden student lub wykładowca uczelni.
31 sierpnia 2020 na znak protestu i braku woli prawdziwego dialogu Senat podał się do dymisji, a wykładowcy złożyli rezygnacje.
1 września 2020 roku z obawy przed utratą suwerenności i wolności słowa studenci ogłosili strajk i zabarykadowali się na terenie 155-letniego Uniwersytetu, aby nie dopuścić przedstawicieli nowych władz do budynku.

On behalf of the community of Polish film schools and theatre academies, we would like to express our deep concern about the situation related to the actual deprivation of academic independence at the University of Theatre and Film Arts in Budapest. The basis of the university idea is autonomy, self-governance and apoliticality. We believe that these tenets are a guarantee of creative, intellectual and research freedom. Interference with university sovereignty is in complete contradiction to these values. Thus, we express our solidarity with the community of the University of Theatre and Film Arts in Budapest in their efforts to preserve the current status quo of this place.
We appeal to all decision-makers not to break with the tradition according to which the overriding goal of academic activity is to serve society, and this service is possible only through education that is independent of particular political interests.

In July 2020, the Hungarian parliament passed a bill that fundamentally changes the structure and working model of the University of Theatre and Film Arts in Budapest. The bill had been prepared without any consultation with the university authorities and was voted through despite strong protests from students, faculties and university authorities. The bill does not guarantee the university’s autonomy. The new arrangements take away the decision-making power of the University Senate, which is composed of democratically elected lecturers, students and union delegates.
The Senate cannot decide on the shape of the budget, nor adopt the institution’s development plan or choose the University’s rector, and no longer have the right to independently appoint deans or supervising tutors. These functions have been taken over by a government-established foundation, whose members were appointed by state decision-makers, and which did not include any students or university lecturers.
On August 31, 2020, in the absence of any real dialogue, the Senate and the lecturers resigned in protest.
On September 1, 2020, fearing the loss of sovereignty and freedom of speech, students announced a strike and barricaded themselves inside the premises of the hundred and fifty five-year-old university to prevent representatives of the new authorities from entering the building.
